Current Unmanned Platforms, whether large or small, are usually tele-operated and rely on the intelligence of the human behind the joystick.  This has worked well in the past, and given the military most of the capabilities that they need to complete their missions. 

Now the military is requiring more intelligent ground vehicles to scale the warfighter's capabilities and do more than simply sense and avoid an obstacle in front of the vehicle.  The military is requiring that onboard intelligence be included on current ground platforms.  Onboard intelligence means that now the actionable collaboration between multiple UGVs and even UAVs is possible to complete the mission.  Actionable collaboration scales the warfighters capabilities by managing, not driving, multiple unmanned ground vehicles from a single Operator Control Unit (OCU).
